Escanaba City Manager Patrick Jordan is concerned that a bill passed by the state legislature last week to protect homeowners from utility shutoffs will only make the problem worse.

 

Lawmakers voted Thursday to prohibit water shutoffs through March. Jordan says some city residents take advantage of the situation.
