A divided Escanaba City Council passed marijuana ordinances last night on 3-2 votes. Applications will be available beginning Oct. 3. The original date recommended by the city administration was Oct. 10. Escanaba City Manager Patrick Jordan says that would give the public time to respond with a ballot initiative.
